B&W photos of 11 different blue boxes. "Blue 1" is the suitcase blue box that was alleged to have been manufactured in a Navy shipyard in the 1960s and is mentioned in the 1972 IEEE Spectrum article (db228). "Blue 2" appears to have guardbanding capability and is from 1971. "Blue 9" appears to be the blue box illustrated in the "Blue Box Manual" (db416). "Blue 10" appears to be the blue box featured in the Esquire article (db092). Presumably these were official AT&T security photos used for investigation and identification.

Letter from John D. deButts, chairman of the board, AT&T, to Clarence M. Kelley, Director, FBI regarding blue box interception of FBI telephone calls. "This refers to your recent letter to me concerning the use of a blue box to monitor telephone calls in the San Francisco area. We are aware of this blue box capability which can occur under certain wiring configurations in our traffic verification trunks and less secure features are applied. The Bell System was alerted to this vulnerability sometime ago, and the security features to prevent it were disseminated. Unfortunately, due to a unique isolated situation in a particular switching office serving a portion of the San Francisco subscribers, the security safeguards built into the circuitry failed. This condition has been eliminated by a modification to ensure it is secure. We are conducting an expeditious review of the verification trunks throughout the system to ensure that they are compatible with our security recommendations which prevent unauthorized access...."

California Penal Code section 502.7(b)(1) makes it a misdemeanor just to have one. Use can be a felony. In addition to all of them costing the honest telephone subscriber more money, they have a couple of other things in common. They usually have 13 buttons that emit thirteen different tones. They all have a speaker for connecting acoustically to the telephone transmitter. If you find one (or more) don't hesitate to contact us, telephone company security through the operator. "I am advised that information just developed and confirmed discloses a condition which permits any knowledgeable person using a blue box to intercept and monitor telephone conversations to and from the San Francisco FBI office, and other subscribers in that area. This is a most alarming situation and I request the full cooperation of your organization and its resources to assess the possibility for similar conditions elsewhere and to take immediate corrective action wherever they exist. It is requested that for purposes of this effort liaison with the FBI laboratory, Washington, DC, be established in order that I may be Advised of pertinent results."

A column called Plant Man's Notebook includes a short item about blue boxes, as follows: The "blue box," an illegal electronic device that permits users to make "free" long distance calls, cost the Bell System an estimated $27 million in revenue in 1977. But it's not really "free." The cost is financed by anyone who has a phone. A total of 1093 people were arrested for phone fraud last year alone. Of these, 879 were convicted.

Testimony of Mr. Olszewski, a law enforcement officer of some sort, who says "in one of our raids we seized a cheese box in the home of one of the racketeers. We understand that in Detroit there have been strong suspicions that they have been using a blue box device... that is a device that defrauds the company of long-distance toll. They can dial a number, by flicking some high-voltage or high-frequency switches, throw the call out of the circuit of the telephone company, continue the call, make the connection as far away as Europe, I suppose, if they wanted to, certainly throughout the United States, and no record of the call would be made. And this, of course, makes their business much more profitable and much more difficult to detect."

Abstract

Electronic rip-off artists are getting Ma Bell's number with less frequency. Michigan Bell detected so-called black, blue, or red boxes - devices used to bypass phone company toll equipment - only fifteen times in 1977. Those were mainly inquisitive juveniles, a Bell spokesman said, and in each case the firm decided not to prosecute. By contrast, in 1972, 34 cases of electronic toll fraud resulted in the conviction of 17 persons. Bell's total losses last year from all forms of phone cheating amount to about $700,000.

Bernard Cornfeld, the one-time boy wonder of mutual funds, lost a bid to avoid a three-month jail sentence for defrauding the Pacific Telephone Co. Cornfeld, founder of the ill-fated Investors Overseas AServices, was convicted of using a "blue box" to avoid paying long distance calls. He took his case to the U.S. Supreme Court, which ruled against him.

Serials #53 and #54 of 92-HQ-3051. Serila #53 numbered page 14 discusses use of telephone company credit cards to cover the extent of their telephone operations. Serial #54 page C says "(redacted) Intelligence Division, United States Treasury Department, New Orleans, advised on August 18 1960 that he has recently received information that the (redacted) has discovered some type of instrument or device through which gamblers are able to make long distance telephone calls but circumvent the recording of these calls by the telephone company equipment. He advised that he received this information form an Internal Revenue Agent in Miami, Florida, and was under the impression that the Miami Office was familiar with the operation of this device and might have additional information regarding its operation. He advised that he is particularly interested in determining if such a device is in existence as he has been supervising an investigation of large scale gambling operations of such operators as Benjamin Lassoff and numerous others throughout the country and he had recently noticed that there has been a surprising decrease in their long distance telephone activity. He also advised that he has received information from a New Orleans gambler that the gambling circles have again been able to circumvent the telephone toll charges. (redacted) pointed out that approximately three years ago the telephone company was able to stop a number of employees from making a toll card without recording it."

Provides statistics on fraud from 1975 through 1978. Contains a great quote: "Care should be taken with any Bell System use of the term 'phone phreak.' Often in the public media it has the image of someone who is weird, funny, odd ball ... but not really a criminal. Phone phreak ny now has entered the public lexicon of widely recognized terms. It would be unrealistic for the Bell System to ignore the existence of this term as it is often used in the press. However, whenever feasible we should avoid using the term and refer to those who steal service as thieves, perpetrators of fraud, etc. However, when the term is used, we should make clear that phone phreaks are ripping off the conscientious and rate-paying phone users. They are _not_ glamorous youthful experiments."

Near the start of his testimony he states, "I recently came across an article in the Boston Herald, which I have a copy here. I think you might want to put it in the record." The article, db471, describes the Harvard Five. Snowberger later states, "in this article, six college boys have broken the electronic coding devices which enabled them to make long distance calls to practically any place they wanted to without paying any fees for them. It also allowed them to talk to inside operators. This talking to inside operators leads to speculation that if one wanted to and knew the proper code they could dial up any line and use drop on a conversation such as the service operator does when you request her to see if someone is actually talking on your line or if it is out of order."

Photo and a brief story on the Harvard five: "AT&T thought it had an unbeatable system for billing its long-distance phone customers -- until a group of college students turned up who cracked it: Charles Pyne, 22, a Harvard engineering senior, Tony Lauck, 22, a '65 Harvard graduate who now programs computers for the SMithsonian Astrophysical Laboratory, and Paul Heckel, 25, MIT '63 and now a systems analyst for G.E. with two other friends, they painstakingly worked out ways calling free to any phone in the US -- and some in Europe -- first by tracking down the codes they reached internal phone company operators, and later with a home built "blue box" that rang numbers electronically. They were interested in displaying their analytical probably asks, not in bilking the phone company. "Anything that man can devise can be undevised," is the way Heckel explains the principle that guided them. "The undevising is a challenge."

The FBI says it broke up a large bookmaking operation in 9 cities. 2 arrests were made and evidence was seized that would be used before a grand jury. Among those arrested were Kenneth Hanna and Nat Modell. Other raids included those against Charles Lakis, Herbert Kaufman, Eugene Nolan, Sam Di Piazza, and Joe Assad.
